| History The Polk-Des Moines Taxpayers Association was established in 1921. The Association was originally named the Des Moines Taxpayers League. The League's philosophy was "a nonpartisan organization which is cooperating with public officials in their effort to increase efficiency." The statement on most of their printed materials was, "Every citizen in Des Moines does not own property, but every citizen pays taxes nevertheless." In March of 1921 the Des Moines Taxpayers League's name was changed to the Bureau of Municipal Research. During its 35 years of existence the Bureau saved taxpayers and estimated $41.3 million in taxes (approximately $192.8 million in today's dollars!) In 1942 the Des Moines Taxpayers Association was created as an offshoot of the Bureau. The Bureau provided research for the association. The Association's activities included annual budget reviews, a study of bond issues, budget appeals, and more. In 1966 the Bureau of Municipal Research was dissolved in 1967. The Polk-Des Moines Taxpayers Association was formed and remains a strong advocate for the taxpayers of Polk County. Mission Statement The Polk-Des Moines Taxpayers Association is a private, non-profit research organization founded in 1921. The Association serves as an independent non-political source of information regarding local government and its policies. Philosophy The operating philosophy of the Association is based upon the principle that good government is the business of every citizen. Sound fiscal policies are promoted and supported by an informed, broad-based membership, made up of community leaders and taxpayers. Purpose The Association holds as its purpose the promotion of efficient and economical local government. The Association accomplishes this by performing public finance research and providing that research to citizens and government. Activities of the Association promote taxpayer awareness and education and seek to foster intergovernmental cooperation in the provision of public services.
